On competition for selection of candidates to the Identification Committee on Science

Ministry of Education and Science of Ukraine announced a call for selection of candidates to the Identification Committee on Science, according to the Article 22 of the Law of Ukraine “On science and scientific and technical activity”.

The Identification Committee on Science consists of national and foreign scholars who have significant scientific achievements, impeccable scientific reputation and credibility in the scientific community.

The Proposals for the candidates to the Identification Committee on Science shall be submitted by the Ukrainian and foreign academic institutions, research organizations, public research organizations, research foundations, international and national science councils.

Self-application and spontaneous applications are not allowed.

Only doctors of science (for foreign scientists - Ph.D.) who are experienced in managing international scientific projects are allowed to apply. 

According to the Law of Ukraine “On science and scientific and technical activity” following persons are not allowed to apply for the Identification Committee on Science:

1) legally declared incompetent or partially incompetent by the Court ruling;

2) having criminal record if such record has not been canceled according to the legislation;

3) deprived of the right to occupy relevant positions according to the legislation;

4) guilty of a corruption offence recognized as such by the Court – during one year since the day such Court decision was made;

5) subjected to administrative punishment for corruption  - during one year since the day such Court decision was made;

6) subjected to the Part 3 and Part 4 of Article 1 of the Law of Ukraine "On lustration";

7) those included in Unified State Register, who are subjected to the Law of Ukraine "On Government Cleansing";

following candidates are also not allowed to apply:

8) heads of Ukrainian scientific organizations, research institutions, higher educational establishments;

9) those having conflict of interests with other members of the Identification Committee;

10) those employed in the same scientific organization, joint scientific institutions, department of  higher educational establishment;

11) relatives, according to the Law of Ukraine “On Corruption Prevention”;

12) those having permanent or temporary restricted right for crossing the state border of Ukraine according to the Law of Ukraine № 3773-VI of 22.09.2011 «On legal status of foreigners and stateless persons" and international law.

Application package of candidates to the Identification Committee on Science should contain the following information:

1) first and last names;

2) age (date of birth), nationality;

3) contact information: home address, phone numbers (business, mobile);

4) additional (alternative) contact information: E-mail, Skype, Viber, Messenger, etc; 

5) personal Internet-pages;

6) education: scientific degree, qualification, department, university, country;

7) other scientific degrees, qualification, department, university, country;

8) employment and positions for the last five years (in chronological order);

9) scientific achievements: scholarships, prizes, awards, patents;

10) membership in public scientific organizations, international and national councils on science, Academies of sciences, etc;

11) establishment of scientific schools;

12) knowledge of foreign languages.

Any other information concerning education, experience, professional level and reputation may be presented additionally.

Following documents should be enclosed:

copy of ID;

copies of certificates and diplomas;

copies of patents;

list of scientific publications;

information on participation in the international conferences, symposiums, scientific expeditions, etc., for the last five years;

recommendation of the candidate by the applying entity/person;

written consent of the candidate for processing of his/her personal data;

extract from the decision of Scientific (academic, technical, etc) Council of the organization, higher educational establishment, management board of public research organization or research fund on nomination of the candidate;

written consent of a candidate to his/her election to the Identification Committee.

Deadline for application – sixty days since the announcement day and open letter to Ukrainian and foreign academic institutions, research organizations, public research organizations, research foundations, international and national councils on science published on the official website of the Ministry of Education and Science of Ukraine.

Applications should be sent by the applying entity/person with the written consent of the candidates in electronic form to the Ministry of Education and Science of Ukraine (E-mail: [email protected], not later than 00:00 on the last day since the publication date at official website of the Ministry) and in written form to the following address: Ministry of Education and Science of Ukraine, 10, Peremohy Blvd. Kyiv-135, 01135.
