Ukraine is going through a period of transformation and challenges related to the military aggression of the Russian Federation, obligations in the field of European integration and the provisions of the Sustainable Development Goals.
Given the results of public consultations with experts in the fields of education and science regarding problems and proposals for their solution and the provisions of the Vision of the Future, we have updated the strategic priorities and goals of the Ministry of Education and Science of Ukraine for the medium-term period until 2027.
We are presenting the Strategic Action Plan of the Ministry of Education and Science of Ukraine by 2027
This document was developed under the overall coordination of the Deputy Prime Minister for Innovation, Education, Science and Technology Development — Minister of Digital Transformation of Ukraine Mykhailo Fedorov, under the guidance of the Minister of Education and Science of Ukraine Oksen Lisovyi and the coordination of the First Deputy Minister of Education and Science of Ukraine Yevhen Kudriavets.
The Strategic Action Plan contains nine priorities of the MOES until 2027, which cover key areas of the ministry's work. The basis of this document is the Vision of the future of education and science of Ukraine and state program documents that determine the strategies of Ukraine's development and its integration into the European Union.
The understanding of the Ukrainian and global (world) contexts formed the directions of the transformation of education and science in Ukraine:
To transform in the conditions of war is a great challenge for all of us, and at the same time, a critical and basic necessity for our future.
Personality is the key in every direction of transformations. Our goal is to build a system of education and science that will strengthen a person's potential at various stages of life and help to be flexible to changes.
Education should be the foundation for the development of Ukraine's economy and human capital. And science is synonymous with "innovation" and "technology" in order to be attractive for investments and international partnerships. This is exactly what we included in the goals of our Strategic Action Plan.
