The Organization for Economic Cooperation and Development has restricted Russia's participation in international comparative studies in the field of education due to the military invasion of Ukraine

OECD in its statement on February 24, 2022 has noted that “condemns the large scale aggression by Russia against Ukraine in the strongest possible terms as a clear violation of international law and a serious threat to the rules-based international order”. The statement expressed solidarity with the Ukrainian people and noted that the OECD Council was urgently reviewing all cooperation with Russia and assessing the economic and social consequences.

For example, Andreas Schleicher, OECD Director of Education, in a video address expressed his support and admiration for Ukrainians in the fight against Russian aggression. In addition, the OECD team is in constant contact with the MoES management and educational NGOs to find opportunities to support education in this difficult time.

On February 25, 2022 The Secretary-General Mathias Cormann has further been asked by OECD Council not to enter into any new agreements for voluntary contributions with Russia, and to take the necessary steps to stop any projects funded through voluntary contributions from Russia, which have not yet commenced.

Thus, according to information posted on the official OECD website, Russia will not participate in the international comparative study PISA 2022. In addition to PISA it was canceled Russia's participation in the study Teaching and Learning International Survey (TALIS), which assesses the level of teacher training and Programme for the International Assessment of Adult Competencies (PIAAC), which tests adult knowledge.

It is worth noting that Russia has participated in all PISA studies since 2000. The measures taken by the OECD will undoubtedly limit the aggressor's ability to use best practices to evaluate its own education system and will deprive it of opportunities for effective communication and joint activities with partners.
