Українсько-американська програма «Адміністрування в системі коледжів у США (доуніверситетська освіта)»: директори українських коледжів відвідали навчальні заклади штату Флорида

Керівники українських коледжів протягом шести тижнів вивчали досвід американських колег. Це стало можливим завдяки програмі «Адміністрування в системі коледжів у США». 

Візит української делегації відбувався в рамках грантової програми Державного департаменту США Community College Administrator Program with Ukraine. До участі у програмі були запрошені дванадцять керівників різнопрофільних коледжів з усіх куточків України, завідувач сектору доуніверситетської освіти Міністерства освіти і науки України Євген Карпенко.

Програмою візиту було передбачено проведення тижневого адміністративного діалогу, в роботі якого взяли участь головний консультант секретаріату Комітету Верховної Ради України з питань науки і освіти Алла Луцька, завідувач сектору військової та спеціальної освіти Міністерства освіти і науки України Світлана Кретович та перший віце-президент Національної академії педагогічних наук України Володимир Луговий.

Під час візиту директори українських коледжів мали змогу відвідати коледжі штату Флорида, а також ознайомитися з освітньою діяльністю лідерів рейтингу закладів США – Санта-Фе коледж у місті Гейнсвілл, Комьюніті коледж в Таллахассі, Флоридський державний коледж у Джексонвіллі, одного з найбільших коледжів США – Маямі Дейд коледж, Бровард коледж у Форт-Лодердейлі та інші. Основне навчання проводилось на базі Державного Університету Флориди та Коледжу Санта-Фе, які були визначені Державним департаментом США координаторами програми.

Учасники Програми мали можливість ознайомитись з системою освіти у ком’юніті коледжах штату, зустрітися з політиками, викладачами та студентами з метою ознайомлення з функціонуванням ком’юніті коледжів у штаті Флорида. 

Директори українських коледжів вивчали досвід роботи ком’юніті коледжів Флориди, адже українські вищі навчальні заклади І-ІІ р. а. і американські ком’юніті коледжі мають чимало спільного.

Ком’юніті коледжі у США є популярними серед  вступників. Навчання у ком'юніті коледжах здійснюється за дворічною програмою. Випускникам ком'юніті коледжів присвоюється ступінь асоціата (associate degree), що дозволяє працювати на молодших посадах, або продовжити навчання в університеті. Можливість продовжити навчання в університеті за скороченим терміном (два роки в коледжі + два роки в університеті) є однією з головних переваг ком’юніті коледжів.

Ком'юніті коледжі готують фахівців для регіону, у якому вони розтащовані, як правило, це місто та округ. Студенти коледжів часто навчаються за різними формами навчання (денна, вечірня, дистанційна форми) і мають можливість працювати протягом дня.

Особливу зацікавленість української делегації викликали питання щодо управління, фінансування, доступу до вищої освіти та співпраці з роботодавцями та громадою у ком’юніті коледжах Флориди.

Програма «Адміністрування в системі коледжів у США (доуніверситетська освіта)» була корисною не лише для представників української освіти, а також і для американських колег. Під час обговорення питань щодо освіти американські колеги учасники програми ознайомились із системою сучасної освіти в Україні та напрямами її реформування. Це був справжній обмін досвідом щодо розвитку освіти в ком’юніті коледжах Флориди та коледжах України.  

Підсумком участі директорів українських коледжів у програмі «Адміністрування в системі коледжів у США» стало досягнення домовленостей про співпрацю з американськими закладами за різними напрямами. Окрім того, керівники українських закладів ознайомилися зі шляхами надання якісних освітніх послуг.

Слід зазначити, що  основними завданнями програми «Адміністрування в системі коледжів у США» є:

- дослідження аспектів функціонування коледжів у процесі реформування освіти України;

- обмін досвідом щодо становлення й управління системою коледжів з різними перспективами;

- започаткування співробітництва між українськими вищими навчальними закладами І-ІІ р. а. та американськими ком’юніті коледжами;

- вивчення досвіду розширення можливостей для вирішення питання ефективного управління коледжами;

- вдосконалення процесу розробки безперервного планування, управління програмами, прийняття рішень в коледжах України згідно вимог сьогодення й майбутнього;

- вивчення системи вищої освіти США та поширення досвіду процесу управління та адміністрування американськими коледжами;

- показати унікальні можливості системи ком’юніті коледжів США.

A delegation of administrators of Ukrainian colleges for six weeks was taken part in the USA program «Community College Administrator Program in the United States»

The visit was realized within the grant program of the US State Department of Community College Administrator Program with Ukraine. Twelve heads of different colleges from all over Ukraine and The Head of the Pre-University Education, The Ministry of Education and Science of Ukraine Yvhen Karpenko were invited to participate in the program.

The visit program also includes weekly administrative dialogue, which was attended by the chief consultant of Secretariat of the Verkhovna Rada of Ukraine on Science and Education Alla Lutska, The Head of the military and special-education Ministry of Education and Science of Ukraine Svitlana Kretovich and first vice-president of the National Academy of Pedagogical Sciences of Ukraine Volodymyr Lugovyi.

During the execution of the program, the directors of the Ukrainian colleges could visit a number of community colleges in Florida, including the leader of the US colleges – Santa Fe College in Gainesville, Tallahassee Community College, Florida State College at Jacksonville, one of the largest colleges of the USA – Miami Dade College, Broward College in Fort Lauderdale and others. Basic training was conducted at the Florida State University and Santa Fe College, identified by the US Department of State as program coordinators.

Program participants had an opportunity to know about the education system in the Community Colleges and meet with politicians, officials, teachers and students for a comprehensive understanding of all aspects of community colleges in Florida.

The Community College Administrator Program in the United States aimed to:

 -  exploring aspects of college education reform in the Ukraine;

 -  exchanging of experiences on the establishment and management within the system of colleges with different perspectives;

 -  establishing cooperation between Ukrainian  colleges and U.S. Community Colleges;

 -  demonstrating empowerment to address the issue of effective management colleges in the Ukrainian context;

 -  improving the process of development continuous planning, program management, making a decision at colleges in Ukraine according to the present and future;

 -  exploring the aspects of higher education in the USA and to spread the experience with the management and administration of American colleges;
-  showing the unique capabilities of the community colleges in the USA.

 Studying the experience of community colleges in Florida was especially interesting and useful for Ukrainian managers just now, when there is a process of educational reform in Ukraine and legislative regulation of the status and activities of colleges and technical schools. After Ukrainian higher educational establishments I-II level accreditation and American community colleges have a lot in common.

Community colleges in the United States have a considerable popularity, which is growing every year. Education at community colleges carried out a two-year program. The alumni from community colleges are assigned associate degree, which allows working on junior jobs or continuing their studies within the university. Opportunity to continue their studies at the university for the short term (two years at college plus two years at university) is one of the main advantages of community colleges.

Community colleges serve the region where were placed, usually a city and district. College students often study in various forms of education (day, evening, distance form) and have the opportunity to work during the day.

Special interest of Ukrainian participants has caused the questions about governance, financing, access into higher education and cooperation with employers at community colleges in Florida. It is on such activities in terms of implementation of the Law of Ukraine «On Higher Education» and the emphasis was made during the final conference.

The program was useful not only for the Ukrainian educators, but also for American colleagues. Indeed, throughout the common discussions, they acquainted themselves with a modern education system in Ukraine and areas of reform. It was a real exchange of experience in the development of education in community colleges in Florida and colleges in Ukraine.

 One of the main resumes of this program was reaching an agreement on the development of further cooperation between American and Ukrainian colleges in different areas. Furthermore, the participation of directors of Ukrainian colleges in the program will help to outline ways of more distant implementation of an innovative approach to providing quality educational services and generally reform an academic system of Ukraine.
