Every year, the Ministry of Education and Science of Ukraine provides state scholarships for foreigners – citizens of the countries that have concluded an agreement with Ukraine in the field of education, to study at higher education institutions of Ukraine subordinated to the Ministry.

The scholarship provides free education, payment of a monthly allowance (if this is provided by the international agreement), medical care in accordance with the current legislation of Ukraine, accommodation in a student dormitory under the same conditions as for citizens of Ukraine.

The scholarship does not cover the costs of recognition of foreign documents on previous education, on the basis of which admission to a higher education institution of Ukraine is carried out, annual medical insurance, issuance of a temporary residence permit, visa and travel expenses.

Every year (by December 15), the Ministry of Education and Science of Ukraine informs partner countries about the number of state scholarships for the next academic year, the requirements for candidates and the list of necessary documents.

The Ministry of Education or an authorized institution of the partner country carries out the selection of candidates for studying in Ukraine and submits its proposals regarding candidates to the Ministry of Education and Science of Ukraine.

The deadline for submission of proposals regarding candidates from the partner country to the Ministry of Education and Science of Ukraine is March 31.

The Ministry of Education and Science of Ukraine makes the final decision on the scholarship.

Education at the higher education institutions of Ukraine funded by the state scholarships is conducted in the Ukrainian language. The educational program starts with a year of language study at the preparatory department for foreign citizens of the institution (this study is free of charge, the monthly allowance is not provided during this period).
