REQUEST FOR EXPRESSION OF INTEREST Project Manager – Lead of group of consultants
On May 5, 2021, the World Bank's Board of Executive Directors approved the Improving Higher Education in Ukraine for Results Project, which provides a $ 200 million loan to Ukraine to support higher education reforms.
The Project agreed was signed between the World Bank and the Government of Ukraine in September 2021 and it became effective in December 2021. The Project will continue for five years, through December 2026.
The Project will improve quality of higher education, ensure compliance of skills and knowledge of higher education graduates with the expectations of employers, labor market and society in general, overcome the challenges in the education sector caused by the COVID-19 pandemic, in particular educational process under quarantine restrictions.The Project will finance the following:
- procurement of modernized equipment, research and teaching laboratories, minor repair and restoration works for higher education institutions;
- development of digital infrastructure at HEIs with support of distance learning technologies, setting up electronic management systems;
- maintaining system sustainability and change management in the long run;
- modernization of Higher Education Management Information System;
- introduction of the National Student Survey and Unified Electronic System of competitive state funding for research and development of Higher Education Institutions, set-up and improvement of standardized digital tools for assessment of learning in higher education.
The Project finances strategic investments according to traditional payment methods (IPF, US $ 125 million), as well as concrete results using a results-oriented approach, involving performance-based conditions (PBC, US $ 75 million).
Project design envisages implementation of certain educational policies: developing financial autonomy of higher education institutions, expanding implementation of performance based formula to HEIs’ financing and others.The Implementing Agency of the Project is the Ministry of Education and Science, that is responsible in accordance with the design of the Project and the Loan Agreement, for the use of funds for the intended purpose.
Investment support will be provided based on the eligible proposals submitted by HEIs to ensure that the support adequately reflects HEIs’strategic needs. These proposals will have to comply with a list of predetermined investment options and selection criteria.Proposals submitted by HEIs, will be considered on a competitive basis by the Ministry of Education and Science (Technical Selection Committee). The Ministry of Education and Science will make final decision on the investment package for each HEI and will procure such packages centrally.
The main investments are provided within two major components of the Project.
Within the framework of Component 2, it is envisaged to support merged and merging HEIs by providing them with so-called investment incentive "packages" that can be used to purchase equipment, research and teaching laboratories, conduct minor repairs and restoration works. Component 3 is focused on building capacity of HEIs and improving educational environment and research capacity, including with a focus on supporting HEIs during and after the COVID-19.Relevant procedures and conditions for participation of HEIs will be outlined in the Project Operational Manual before announcement of the calls.
