Institutional audit will replace the attestation of schools : assistance and recommendation instead of monitoring, and a year for work on errors

The Order of the Ministry of Education and Science that determines the work of qualitatively new mechanism of inspection of schools - institutional audit - has entered into force in Ukraine. As opposed to attestation that had monitoring and oversight functions, it will become as an instrument of assistance for schools. The Minister of Science and Education Liliia Hrynevych said about this today, on the 16th of April, 2019, during press-way in the frames of working visit in Ivano-Frankivsk region.

«The institutional audit will be exercised by the Public Service of Education Quality and its territorial authority. It will replace the discredited attestation, which has not met the needs of schools as well as educational system, and has been transformed into repressive and controlling mechanism that was increasing only papers. The work of institutions will be assessed by separately created expert group. This group will be consist of teachers, who have work experience in school at least 5 years, higher education in the educational sphere or higher-skilled categories, and also have received specialized training», - Liliia Hrynevych announced.

The expert group should be composed of not more than 12 and not less than 3 members. This group might involve representatives of public.

During the assessment of institution, in particular, view of participants will be taken into consideration. For that reason, in addition to monitoring of educational activity and visiting of training sessions, the expert group may conduct surveys among educators, and also among students and parents.

It is stipulated that the institutional audit will be carried out in 4 ways:

  • Educational environment of an institution;
  • System of evaluating the pupils’ knowledge;
  • Teaching activity of educators;
  • Governing processes of institution.

“Conclusion and recommendations for schools will be made on the basis of report on the conduct of audit that will include a control certificate and issued by experts analyses. The results of evaluation will display the achievement of institution and its needs, and also will determine a quality level of educational activity : the first level has the high rate, the second level – the sufficient rate, the third level -  rate that  requires advancement, the fourth level – the low rate. In the case of identifying violations, the Public Service will give to schools their recommendations and time for work on errors not exceeding one year. If  an institution does not eliminate identified problems upon the expiration, the Public Service of Education Quality , might , particularly, advise the founder to replace the head of a school  or to reorganize it at all”, - the Minister explains.

Institutional audit will be performed every 10 years by certain order in respect with forward-looking and annual planning of the Public Service of Education Quality and its territorial authority.

The audit may be held without having been scheduled. For this purpose, the founder, the head of an institution, collegial body, observation (trust) council or self-regulatory body can request the territorial authority of the Public Service of Education Quality and explain the necessity of evaluation. Moreover, not scheduled audit might be held if an institution has the law rate of education quality and it has been confirmed by an independent external monitoring. But it can not be performed more than once every two years and not earlier than a year after scheduled audit.

The audit duration will be not more than 10 days. In cases in which school has up to 50 employees per calendar year, this assessment will last no longer than 5 days.

The Public Service of Education Quality will test the procedure of conducting the institutional audit in May,2019 and will become fully operational, starting 2020.

It should be reminded that Liliia Hrynevych had taken part in the round table on the matter of learning at the hospitals in the frames of working visit in Ivano-Frankivsk. She noticed that “socially responsible business is being forthcoming  and helps to advance learning conditions of children at the hospitals, but the task of regional government lies in finding of donors and attracting.
