Educational centers “Crimea-Ukraine” and “Donbass-Ukraine” will be working from the 3rd-27th of September 2019 – to provide simplified enrollment for residents of uncontrolled territories

Educational centers “Crimea-Ukraine” and “Donbass-Ukraine” are to work for the fourth time for last years due to which residents of temporarily uncontrolled territories can entry into Ukrainian universities and vocational schools under simplified system. The centers will be working from the 3rd-27th of September. The respective order of the Ministry of Education and Science had already been adopted and was published today on the website of the Ministry, on the 26 April 2019.

“Concerning the enrolment of people from uncontrolled territories of Donbass and Crimea, we preserve a system of centers “Donbass-Ukraine” and “Crimea-Ukraine”. There our applicants from abovementioned territories can entry in universities or in vocational schools even without the External Independent Evaluation – only by the results of exams”, - the Minister of Education and Science Liliia Hrynevych announced during an hour-long session concerning issues addressed to the Government.

Thus, in order to apply a simplified procedure, the applicant has to address to the educational center, fill an educational declaration and pass three entry exams – Ukrainian Language, History of Ukraine and specialized field (or creative competition). It means that for enrollment in universities of in VET schools, ZNO and an Ukrainian passport or a school certificate are NOT mandatory. But at the same time, if the applicant has the results of ZNO or a Ukrainian school certificate, he can also enroll under simplified system. It is also important that a family name of each participant from occupied territories will be absolutely encrypted.

Centers “Crimea-Ukraine” will be working on the basis of 35 institutions of higher education in different regions of Ukraine – in Kyiv, Lviv, Odessa, Mykolaiv, Kharkiv, Kherson, Zaporizhzhya – this year.

Centers “Donbass-Ukraine” will be acting on the basis of nearly 40 institutions of higher education, being moved from the zone of Joint Forces Operation or located in the territories controlled by Ukraine in Lugansk and Donetsk regions. In particular, there are Kyiv, Bahmut, Vinnytsya, Dnipro, Kramatorsk, Kreminna, Lysychansk, Mariupol, Slovyansk, Toretsk etc.

It must be noticed that in this year the dates, until which the applicants from Crimea and uncontrolled part of Donbass, who want to enroll into institutions by State orders, have to apply, were changed into such as the following :

The enrollment in Universities to receive a bachelor’s and master’s degrees in Medicine, Veterinary and Pharmacy courses is determined :

For applicants from Crimea and Sevastopol :

  • Receiving documents – until 12 p.m. of the 19th of July
  • Entrance Examination – until the 19th of July
  • Enrolment – until 15:00 p.m. of the 22nd of July

For applicant from Donbass :

  • Receiving documents – until 18:00 p.m. of the 22nd of July
  • Entrance Examination – until the 25th of July
  • Enrolment – until 12 p.m. of 1st of August

The enrollment to receive Associate Degree on the basis of 11 grades is determined :

For applicants from Crimea and Sevastopol :

•        Receiving documents – until 18 p.m. of the 29 of July

•        Entrance Examination – until the 28 of July

•        Enrolment – until 12:00 p.m. of the 4th of August

For applicant from Donbass :

•        Receiving documents – until 18:00 p.m. of the 29th  of July

•        Entrance Examination – until the 28 of July

•        Enrolment – until 12 p.m. of the 6 of August

The enrollment to receive Associate Degree on the basis of 9 grades is determined :

For applicants from Crimea and Sevastopol :

•        Receiving documents – until 18 p.m. of the 13 of July

•        Entrance Examination – until the 21st  of July

•        Enrolment – until 18:00 p.m. of the 29 of July

For applicant from Donbass :

•        Receiving documents – until 18:00 p.m. of the 13  of July

•        Entrance Examination – until the 21st of July

•        Enrolment – until 18 p.m. of the 29 of July

But even if the applicants from uncontrolled territories do not apply their documents on time, they have an opportunity to entry until the 26st of September on contract form of education, and after their enrollment to ask for a transfer in the form by State order. In the past years, most of applicants from Crimea and Donbass applied such procedure and were transferred to forms of State order.

It should be reminded that degrees and other educational certifications given in temporarily occupied territories of Donetsk and Lugansk regions and AR of Crimea do not have legal force in Ukraine as well as in other countries in the world.

For three years the amount of applicant from occupied territories due to educational centers “Crimea-Ukraine” and “Donbass-Ukraine” has approximately grown double.
